This is a Serious bug and karmic should not ship without the DebianGIS patch found in Debian's rc5-2. The current rc5-1 Ubuntu package contains a bug which means that users can not create new projects. This is rather crippling usage-wise. patch fixing this is here: http://svn.debian.org/viewsvn/
