Oh, hang on, I misunderstood, so you mean in between oem-config running
and the gdm screen. OK, in that case it might be a bug in ubiquity's
oem-config code ...

This isn't an installer bug, although I'm afraid I don't know where it
belongs. Perhaps gdm, perhaps usplash, perhaps something else?
Do upgrade to beta and then retest, though - we've fixed several things
in this area recently.
