The magic should be definitively done by mozilla-devscripts. Any idea, how to
implement this? postinst?

yes something like what dh_installinit etc. do.
but definitly needs some discussion up-front where to put/touch the file
that indicates that an app needs to be restarted.
At best it would be a path guessable by the appid as that is how we
could easily trigger notification in the right apps.
