Why this is incomplete?
Behavior is bit different in Kubuntu,
1. Start Computer with wifi switch off
2. Login to Kubuntu
3. Switch on wifi
4. Kubuntu detects wireless networks but cannot connect
In Ubuntu, wirless is inactive after wifi is switched on.

Well, After Step 4 network manager reconnects to wireless network
automatically. So, once boot into Ubuntu 'switch' works as expected.
If switch is 'off' during boot, is when the problem. Once wireless
switched on, bluetooth icon appears in notification area but wireless
options greyed out.

That's not what I asked... please try the following:
1. Leave the switch "On"
2. Boot into Ubuntu
3. Turn the switch off. You should disconnect ( if connected ), and
the wireless option in the menu should be grayed out
4. After a few minutes, turn the switch back on
Let us know what happens
here it is,
1. Switch off wireless in laptop. (Dell Vostro 1500 has an button to turn off
wireless & bluetooth)
2. Boot into Ubuntu. No wireless network identified as wireless turned off
3. Turn wireless on in laptop inside Ubuntu. Expecting network manager to

You said that this is a problem is when you switch off Wi-Fi during boot
process. Does it work properly if you wait till the machine boots, then
disable / enable Wi-Fi via the switch?
