Sorry about the duplicate, it's pretty hard to find what other people describe it as. I did look. It shouldn't be on wishlist - it's a bug, either for Compiz or Gnome Panel - I am thinking the latter, because Compiz transparency works flawlessly elsewhere, but perhaps gnome-panel isn't utilizing
