Can you try to update your system and then re-test?
I was able to get this to work this evening with the latest versions of
network-manager & the -applet:
network-manager0.8~a~git.20091013t193206.679d548-0ubuntu1
network-manager-gnome 0.8~a~git.20091014t134532.4033e62-0u
I have this problem too, so I had to go back to 9.04
