Hi.
Seems to be fixed now.
I just removed all kernels and installed the virtual kernel.
(It is listed as generic-pea in grub.)
The folder /lib/modules/version-generic-pae/kernel/fs/
now has all that

to reproduce you have to install the linux-virtual package. that will
give you a generic kernel with many features missing.
this did cost me few hours.. we needed to get nfs (isn't this so very
basic) client working.

My way to reproduce this:
I have a Karmic 32bit, completly uptodate.
(in a VMware client, but i don't think, this should make no difference for this
issue.)
I use Synaptic Package Manger and remove completely _EVERY_ linux kernel,
headers, modules etc.
After this i have an empty /boot

I tried kernel 2.6.31-14-generic-pae (downloaded from
http://archive.ubuntu.com/ubuntu/pool/main/l/linux/linux-
headers-2.6.31-14-generic-pae_2.6.31-14.48_i386.deb.) I am not able to
re-produce here either.

I just checked it again with kernel 2.6.31-14, and got the same result.
First i removed all kernels and installed the virtual kernel alone.
The folder /lib/modules/2.6.31-14-generic-pae/kernel/fs is nearly
empty, only one configfs folder, so no nfs modules there...
Then i istalled the
** Package changed: ubuntu = linux (Ubuntu)

$ sudo /etc/init.d/nfs-kernel-server start

Hi,
I did some tests with removing and reinstalling kernels and
nfs packages, but nothing changed.
I can start the nfs server when i boot the generic kernel,
but nfs fails on generic-pae kernel.
any ideas where to search?
