It sounds like a bug with the dust theme. No sure whether its a setting
issue or if it's deeper than that. Investigating with Neil and Ken.

Skype, being a Qt app is going to be harder to take care of, I imagine.
The problem with other apps can probably be fixed in the gtkrc. It is a
bug in the Dust theme, not the -settings package.
