I can confirm that ntp.ubuntu.com is now selected by default on Hardy as
well.

It seems this is fixed in Gutsy (at least on the LiveCD). The NTP server
selection dialog now has ntp.ubuntu.com selected as the default time
server - thanks for implementing this!

I haven't set up a Gutsy test system yet. Is the UI bug fixed, where it
doesn't actually save the servers you add through the GUI?

If default values from pool.ntp.org are going to be used, a vendor hostname
for pool.ntp.org should be requested. See:
http://www.pool.ntp.org/vendors.html
Also, there is a related bug where adding time servers manually though the GUI
