I can confirm this works in 12.04 LTS and my personal focus is not 10.04
LTS anymore.
Anyone interested in this bug being solved in 10.04 LTS should either

The same camera works in 10.10.
I updated libv4l from the PPA (ppa:libv4l/ppa) and got better results
(cheese shows an image, then immediately crashes) after such update.

Under Lucid the webcam is somehow detected, (cheese and skype in
compatibility mode) but colours are wrong: red is violet, green is
yellow and blue is green (well with some approximation).
