I get that as well. Seems that pykde4 changed underneath me..

So the original sip module mismatch was apparently fixed in
kdebindings (4:4.3.2-0ubuntu2) karmic; urgency=low
* Rebuild for Sip 4.9
* Use python-support, now required by python-qt4 4.6
