This issue seems to have been fixed in the latest development release of
Ubuntu, perhaps even in the latest stable release.

Newly installed programs do not appear in Installed Software
Thanks for your bugreport.
Can you please give me the steps to reproduce? I can not reproduce this,
when I install a app it shows up under installed after it is installed
(not while its in progress).
