This bug has been fixed eons ago. The affected code is not even in VLC
anymore.
If you experience similar symptoms in Ubuntu 12.04, it must be a
different bug.

I think such a broken fullscreen mode is a major annoyance for a movie player
so it should be fixed by a SRU in karmic.
It affects xfce and kde 4.3.4 which has been uploaded to karmic-backports.
I'm attaching a debdiff that contains a patch, consisting of the two
relevant upstream commits, to fix
