The computer on which I experienced the bug has since died, so I can't
confirm either way whether the issue is fixed in Lucid.
It is working fine on my current computer but I don't think that's
relevant because it's new and has a much newer graphics card.

Setting
Option AccelMethod XAA
In my xorg.conf is a relatively good workaround for this bug, inkscape
performance improves (however performance of some other apps such as gnome-do
docky drops).
