This bug has been reported at least two times with different versions
(see linked Duplicate of this bug). But when I tried it with version
2.6.6, with Yahoo! as my account, it's fixed.
As per http://developer.pidgin.im/wiki/ChangeLog the issue with AIM and
ICQ were fixed on 2.6.3 release.

I am using Ubuntu Karmic Koala (9.10, AMD64). My Pidgin version is
2.6.2. This bug is very annoying since I get requests all the time from
spambots asking me to authorise them and trying to send me files or
links with spyware (which will not affect Ubuntu but is still very
annoying). I set privacy
