the description seems about right, you select the option to close you
session and shutdown the computer but cancel the shutdown, since your
session is closing where else would you expect to go there

Hello Bacher,
Thanks for the comment. Let me explain once more, Please correct me if I am
wrong.
First I login with the root user name ie(root) .
Now I have root session.
Now I choose to switch the user, doing so I have my root session running, but I
am back to the login screen.
Now I am
you do ask to close you session and restart, it does close your session
but can't restart without credential, you should be bounced back to the
gdm login screen though which is bug #208111

The screen not locking seems an indicator-session issue though you can
open a bug there about it too

it's not a bug, you didn't close the running session so you get asked
for a password to shutdown anyway while other users use the computer,
closing now

root login issue
Hello All,
I am not sure.. I think you people are getting this wrong. let me
explain..
First I will login as a root user.. After having a valid root session I am
choosing to switch user.. By doing this I will get back to the login prompt. I
am choosing user X now. I will login as X, and then X
Thanks for your feedback. Could you clarify the issue because I don't see the
problem you're describing:
The root user *can* switch to another user session: can you confirm you were
able to use the session normally?
Then, has the user session was already opened, the system refused to
shutdown
Marking as invalid (ie not a bug) for now, but feel free to re-open if
there is a particular /root/ issue with session switching.

I think this is likely a GDM issue. Perhaps consolekit?
