I had a go at changing the setup of ubuntu-docs so that instead of using
an entity to include the legalnotice tag, each document incorporates a
separate legalnotice file using xinclude. I'm attaching the (untested)
patch that should do this. However the problem is that each document
uses a line

From the point of view of translation, it would be quite useful to have

The cause of this is as follows: the legalnotice text quoted in the bug
report is indeed a separate file in the English version. It is included
in each document by way of an entity (legalnotice;). However, because
we use xml2po with the -e flag when we create pot files, the content of
entities is

As far as I can tell, we do only have a single file for this, and it is
referenced at the top of each file. Perhaps when we export for
translations, the reference copies over the text rather than keeping the
include and simply having the legalnotice.xml file be translated.

beginning of every documentation file, something like this: For more
information on licensing, please refer to the CREDITS file. Then the
CREDITS file will have the statement said above
