I am still experiencing this annoying bug in 64-bit Lucid.
My workaround is to remove the XFCE menu button from the panel and then
add it back again to restore the Other sub-menu.
I am not using compiz.

This also effects me. Other menu is there when first logged in, but
then will randomly disappear at some later point.
I am not using compiz, I am using xcompmgr however.
