When on AC the default should be performance, not ondemand. Why is it default ?

initscripts forces ondemand CPU governor 60 seconds after
Status was changed to "Won't Fix" without a reason. Could you or
somebody else explain why this is not a real bug?
If you *really* believe that the ondemand governor is good enough, why
the 60 second delay? Wouldn't it make sense to force ondemand
immediately without any delay?
