What do you mean by 'SRU' process?
I'm not using trac for the moment, so I can't verify it any further.

I see this bug has been marked as 'Fix Released'. However, 0.11.1-2.1 is
still the latest version in the ubuntu 9.04 universe repository. Does
this mean it has only been fixed in ubuntu 9.10 (while the support
period for 9.04 isn't over yet)?

Now I enabled logging and I watched the log file using 'tail -f' while
reproducing the bug again.
After clicking the 'Submit changes' button, this is what appears in the
log file (the log level is set to DEBUG):
2009-11-01 23:06:07,835 Trac[main] DEBUG: Dispatching
2009-11-01 23:06:07,842 Trac[c
Note that I can succesfully do other tasks with trac. This includes
closing tickets, changing their milestone value, adding comments, ...
