Binary package hint: xfce4-settings

Before I upgraded to 9.04 (using 8.10) I had desktop background and
icons using xfce. Now upgrading from Xubuntu 8.10 to 9.04 I've lost my
desktop icons.

Looking at similar posts which make me a little different, I'm not
running nautilus and it's not running in the background. So I'm pretty
sure this is not my problem (nautilus taking over my desktop).

Checking my .dmrc file I have:

[Desktop]
Session=xfce

Also, I have 'File/launcher icons' as my selection for 'Icon type' under
the Icons tab in Settings->Desktop.

I've noticed that xfdesktop isn't running as a process and running this
from the commandline brings my desktop background and icons to my
desktop. Is there any reason why it isn't running and how can I change
this behaviour to have xfdesktop run at startup?
