Let's add disabling reboot and shutdown to the list. Normal users in a,
say, university environment don't need to be able to reboot or shutdown
the machines (touching the power button doesn't happen on accident, so
that argument doesn't hold :).

It is our goal to try and make this configurable for Lucid. There are
several reasons to want it. One is panel space but others include
things like people learning your name by looking over your shoulder.
