Ok. It still does not work without the modifications to grub. The
system does not resume from sleep, has a black screen, and upon a full
reboot, networking is disabled. Adding the lines back to grub allows
all to work fine.

This problem does indeed still exist in a running and update version of
Kubuntu, Lucid.
My workaround is to add two items to grub. They are -
radeon.modeset=0 noapic
Doing this, I can suspend and resume fine, but plymouth looks bad.

This bug was reported a while ago and there hasn't been any activity in it
recently. We were wondering if this is still an issue? Can you try with the
latest development release of Ubuntu? ISO CD images are available from
http://cdimage.ubuntu.com/releases/ .

Could you clarify how to do this? I'm having the same issue, and have
been Googling around to figure out how to do what you said. I know how
to add a PPA repository, but don't know what these PPA's would be
called.

This issue has been solved by installing the radeon and ATI driver from
the Jaunty PPA, instead of the one in the Karmic release.
