Ok, it's fixed now. The cloud icon only shows up when updating the
Ubuntu One folder. I didn't test it with "never" and always though.

I can confirm this behavior, and unlike Bug #477574, restarting the session or
restarting the system doesn't fix it.
The cloud applet continues to show at each startup, ignoring preferences.
