Public bug reported: With gnome-volume-control, it's possible to select the volume output I want between 15% and 100%. When the seound volume is set below 15 %, there is no sound. The problem is that the sound at 16 % is too loud.
The solution given in Bug #420578 in comment 8 stops the behavior : replacing all instance of "volume = merge" with "volume = ignore" in /usr/share/pulseaudio/alsa-mixer/paths/analog-output.conf*. But this solution cause the login sound to be very loud whatever was the sound level in the last session.
