After looking at the patch we have (which modified the same line) the
current -16 kernel will not fix that. That patch only changed the cpu
family from needing to be greater than 0xf (from 0x6). The upstream
patch changes the model needing to be >= 0xf (=16 from 14). So that
would make a difference

I bisected the kernel and was able to bisect the problem to the commit
ee1ca48fae7e575d5e399d4fdcfe0afc1212a64c. After reverting this commit in
2.6.31-15.50, it works fine.
