In fact, in my case (Toshiba T230-136), I figured out that I have a Phoenix

I have the same problem under Lynx, although the hotkeys do work.
Toshutils and toshset do not work, because toshiba support is not in the
kernel.

$ sudo modprobe toshiba_acpi

Same problem here with a Toshiba Satellite A300 PSAGCE-04Q00WCE and a
fresh and updated karmic.
Resuming from suspend works OK, and I can control the LCD britness, but
not the fan.

I have the same problem. My Machine is Toshiba Satellite P200D-12O (PSPBQE)
I'm not able to use bluetooth. But LCD britness keys fn+F6 and fn+F7 works fine.
