with the latest Ubuntu Update ( I think that I read some package with
gtk in it's name ) the Banshee Icon is now OK. But only if the Banshee
is started on startup automaticly. If I exit Banshee and start it manuel
the icon is again too big.
If I restart the computer the Icons has the right (small)
I checked the Pidgen Icons on the old 09.04 Ubuntu of my parents.
It's the same like on 09.10, whiches proofes this bug does not depends the
Icons... It must be the notification applet!
May I change this bug to confirmed, now? ;)

I noticed that Pidgen has no SVG Icons, but PNGs in every size:

that really depends on the icon theme you're using if they have scalable
icons or not, for example you don't get that behavior for network
manager using the gnome icons theme, could you test with afew themes and
comment back? thanks.

Firefox to Home are my Quick Start Icons. The other are the notification
applets icons.
It should be easy to reproduce if you increase the panel hight to 32
pixel.
