This has happened for me to on all three of my ubuntu 9.10 computers.

You'll notice that after enabling the alt+tab you cannot switch between
different programs, only between windows of the same/focused program.

Had the same problem. Fixed it by going to "Keyboard Shortcuts" --> "Window
Management" --> "Move Between Windows, using a popup window".
For some reason it was empty.
Now works fine!
