This bug report is being closed due to your last comment regarding this
being fixed by removing a bad memory module. For future reference you
can manage the status of your own bugs by clicking on the current status
in the yellow line and then choosing a new status in the revealed drop
down box. You
Turns out the problem was unrelated to the upgrade -- one of the memory
modules in the laptop went bad, and it chose that boot to manifest
itself.
Pulling the problem memory allows the system to work properly again.
This is common enough that there's a FAQ for it on the HP support site.

Something may not be right with the BIOS settings anymore? I seem to be
unable to persuade it to boot from CD.
More info: the specific model is HP Pavilion dv9700.

If I remember correctly, I originally installed using a CD, back at
8.10, and then eventually upgraded to 9.04.
I should mention that this is an AMD64 system. For the LiveCD boot,
does it matter if I use a 32-bit or 64-bit ISO?

Zach, thank you for taking the time to report this bug. In order to
understand your issue better, could you please include the files that
are in your /var/log/dist-upgrade directory. You can get to it by
booting up using a LiveCD version of Ubuntu (be sure not to confuse the
LiveCD's /var/log dir
Moving this package to the update-manager package to help them find
upgrade errors.
