Running Kubuntu Feisty (KDE 3.5.6) and have the same problem.
For some reason I lost all the placements of my desktop icons a few days
ago and my KDE panel was reset to default, this morning I noticed that
CDs and removable media don't show up on the desktop anymore. The KDE
Daemon window show up
assigning it back to nobody as i don't know how to triage it further

On kubuntu Feisty the problem still exists. Checking unmounted floppy to
show on the desktop has no effects. To say it is a bug one would have to
know a policy for showing or not showing device icons. For sure desktop
settings are not respected.
