I can confirm this bug on Ubuntu 10.04. No matter what I set as the
documents language - or on spell checking the language always gets reset
to English (USA).

Actually, change that. I made a mistake. It turns out the spellchecker
is trying to check everything against the English dictionary and you can
only get it to check words against the French dictionary one at a time.
So it's completely useless for any non-default languages.
