This is a config file shipped in the sysvinit package, which has been
locally removed from your system. The workaround from comment #5 is
sufficient to solve the problem for the package manager, but you should
really reinstall the package with dpkg --force-confmiss to restore the
init script.

As a workaround, I did sudo touch /etc/init.d/ondemand sudo dpkg
--configure -a which allowed the upgrade process to continue.
