Also encountered this problem and had to use ALT+F1 to make the main
menu bar appear long enough to allow me to uncheck the auto-hide
option. Luckily I use Docky and knew how to launch programs without the
menu bar -- for novice users this is indeed a very problematic bug.

To reproduce this bug, simply make one of the two panels auto-hide. If
you are still able to access the panel, you should also uncheck the
expand option. I'm not sure, if the name of this option is expand
and I cannot check it up anymore, because I just made my panel auto-hide
and now I'm lost
I am using Ubuntu Lucid's version. I cannot gie more information because
I cannot access the sysem menu. Sorry.
