Hi

I found a bug in the program useradd - which prevents it from working
This bug appeared in Ubuntu Jauntym - after an upgrade.
When installed in place jaunty'ego - Karmic Ubuntu version - appeared after a 
software update - about two weeks after the stable release Karmic Koala.
This error causes difficulties in adding user system, preventing the proper 
installation of many programs, such as the dhcp-server havp - 
Http-antivirus-proxy, and other.

Exaple:
r...@localhost:~# useradd -d /var/run -g dhcpd -s /bin/false -u 139 dhcpd
useradd: cannot lock /etc/passwd; try again later.
