This is still present in Intrepid (console-tools
1:0.2.3dbs-65.1ubuntu1). Attached find a debdiff which fixes the
manpage. I didn't change the date on the manpage because the changes
weren't substantial; if this is wrong, please let me know and I'll
upload a fixed diff.

man page for vt-is-UTF8 --quiet is
vt-is-UTF8 is part of the console-tools package. However, it may be
difficult to change its behavior; scripts using console-tools before
version x would need opposite behavior from those using console-tools
after version x.

There's no need to change the behaviour of vt-is-UTF8; it makes perfect
sense given the command name. It's just the documentation that's wrong.
