Binary package hint: systemsettings

Steps to reproduce:
$ sudo aptitude install systemsettings
$ systemsettings

Actual results:
System settings application opens without any options.

Expected results:
System settings application opens and includes among other tools the 
"appearance" icon that allows me to change the kde widget theme to GTK+.

Workaround:
Execute the systemsettings once as root. I don't have a clue why this fixes the 
problem but the package installation scripts should take the required steps to 
make stuff work without this workaround:
$ gksudo systemsettings
(close the System settings application immediately)
