Displaying the page wont need connection to internet.
Whereas if you use www.google.com or any other web page as your homepage
, it will need to connect to the internet.
Hence you are not facing the redirection with

OK, If I understand it correctly, you're just suggesting that when FF is
started, it automatically display the login screen immediately?
I assumed you also wanted the system to automatically start the browser
when a connect to a proxy-protected sight occurs.
If it's the former (

If you agree that it's a FF problem, then at the top of the page, click
the triangle next to the package name ( network-manager-applet (Ubuntu)
). You can then just change the package name directly instead of filing
a new bug.
