It says in the man page "grub-install copies GRUB images into the DIR/boot directory specfied by --root-directory, and uses the grub shell to install grub into the boot sector." 1) it copies the images to DIR/boot/grub actually. 2) it assumes in this statement that you are specifying an option with --root-directory, which is optional 3) most of this information should appear in the details of option --root-directory instead.
