In software center there is a button 'update now' which should update
the catalog if installed without internet. and also there is another bug
report reported by you bug 529692 with 'update now' not working

@Michael, in 10.04 20100224 development branch the download button is
not present but if you want to install a package (after installed the
system with no internet connection) you can only select "more info"
button (the only button you can press related to a certain package) and
then it's explained
The missig download button is now fixed in alpha-2 (or later). What is
the error you see when it does not work for your when you instal without
network? Does it print anything on the terminal?

In 10.04 (alpha) the things seem worst as software-center doesn't run if
no internet connection was present during install phase.
