This symptom is not a PulseAudio bug. PA is designed to allow the full
range of volume over one's audio hardware (see the
PulseAudioStoleMyVolumes wiki page).
On the other hand, arguably it is a *linux* bug that there is
distortion occurring at whatever dB "100%" corresponds to.

and now things are ok. thank you for suggestion!
