If you're using Dapper, have you tried the version in dapper-backports?

Version 7.0.63.3ubuntu3 should be removed. It's only suitable for
testing launchpad. :)

I did a fresh install of dapper today, installing the package
version 7.063.3ubuntu, the current Dapper version
Same symptoms exactly as the original bug report.
Why is this bug marked Importance Low and uncomfirmed
at this point! Possibly now related to bug 60256 as well.

I get the same problem on first install since today. Download seems to
be broken. I managed to install the plugin getting the tar.gz from
macromedia and using sudo dpkg-reconfigure flashplugin-nonfree
pointing to local directory contening flash compressed file.
