Public bug reported:

Binary package hint: kdebase

When I log in to KDE, either via kdm or via startkde in my .xinitrc, the
built-in keyboard on my laptop fails to respond to any input. The caps
lock, scroll lock, and numlock indicators do not light. Multimedia keys
turn blue, but do not trigger their shortcuts. Only direct BIOS inputs
(like brightness function keys) do anything.

Keyboard input from my USB keyboard works, after removing and
reattaching the USB keyboard. The keyboard works normally from the
console, in KDM, and in twm, including in KDE applications launched from
twm, and including in a virtual console while KDE is running (I can
navigate to the virtual console using the USB keyboard).
