I agree. This needs a preinst script to remove unmodified file in /etc,
using the standard recipe from http://www.dpkg.org/dpkg/ConffileHandling

I'm afraid it mustn't be that blunt, because people might actually have
changed it (it's a conffile, after all). You can steal the recipe from
e. g. /var/lib/dpkg/info/gdm.preinst.

Alessio,
sorry but you have to use the rm_conffile() recipe. You mustn't change a
file which is shipped in the package, so don't move the file to /lib.
Remove it if it is unchanged, or keep it if it is modified. That's what
the standard rm_conffile() function does.

I have exactly the same problem, after having upgraded to ubuntu 10.04 and
kernel 2.6.32-24-386, but I have not understood how the fix stated in Alessios
msg date 2010-02-18 shall be applied.
Please note, that the warning messages appear only since today 22nd august,
