Here is the initial changelog message as to why this was disabled:
+ 0090-disable-flat-volumes.patch: Many people seem uncomfortable
with PA's new default volume adjustment routine, so disable it
in favour of the existing behaviour known in previous Ubuntu
releases. The downs
And, needless to say, it is easily configurable (assuming you know how
to change a configuration file), for those who would like to have it
enabled.

I would say that's reason enough for me to want it disabled (haven't tested it
though).
