This is expected behaviour; don't use the /dev/video symlink -- instead
file a bug on the software you're using to use HAL instead and offer you
the ability to select the device by distinct properties.
If you must have a symlink, write your own udev rule using something
unique about that device.

Same for me.
Tried to make an udev-rule, but it doesn't work. The switch from video0
to video1 is pure random.
This started when udev replaced hotplug.
