Public bug reported:

Problem:

When logging into the KDE desktop, (some) applications are restarted
that were running when the desktop was last exited.

Konsole is among those applications started, however, it is started
without any tabs opened inside, hence looks like an odd blank window.
This does not seem very helpful. Also, only one Konsole window is
started, not the number of Konsole windows were running.

Expected Behaviour:

Either, the Konsole windows should be restarted like there were running
before exiting the KDE Desktop, or no Konsole window should be started
at all.
