know it's ugly, but it works:
1) Download xkb-data-legacy package (I used Lithuanian repository):
wget
http://ftp.litnet.lt/pub/ubuntu/pool/universe/x/xkb-data-legacy/xkb-data-legacy_1.0.1-4_all.deb
2) Install it with

same procedure as every half year.
and again XKB is totally crap and linux users pain
why couldn't this be replaced by a simpler system.
This is the bug which occours on every ditribution transition.
