before mounting any filesystem (including /proc), which meant it's
before udev starts, which means it's before network devices can be
started

The bug is still in intrepid, util-linux 2.14-1ubuntu2
Have an old laptop with unaccurate hwclock. When network comes up sysclock set
by ntpdate.
After that util-linux script sets it again to wrong time from the hwclock.
Please fix this longstanding bug it reflects badly on ubuntu.

One fix would be:
ntpdate logs to daemon.log with time run, assume ntp does the same.
util-linux script should check log, if ntp time run is less than 30 secs
exit script. (do not reset sysclock)

This bug (or one like it) still exists in Hardy. I recently upgraded
from Gutsy, and had not previously noticed the behavior I'm about to
describe.
The battery (that powers the real time clock) in my desktop is dead, so
when I kill the power the time resets. Normally I have my computer
hooked up

Thanks for reporting the bug. I notice that this was filed against Dapper.
Have you tried this on Edgy to see if the hwclock script is executed in the
proper place?

I am afraid in Edgy it's still the same. I changed the system clock to a wrong
time and wrote it to nvram via
hwclock --systohc. After rebooting I had the wrong time as system time.

/etc/network/if-up.d/ntpdate is run by ifup -a which is in turn called
by S40networking. The hwclock.sh init script should be run before that,
otherwise the (potentially incorrect) HW clock overwrites the correct
system time set by ntpdate.
