Thanks for taking the time to report this bug and helping to make Ubuntu
better. It sounds to me like the package libatspi which is downloaded
may be corrupted. Could you try deleting the package from
'/var/cache/apt/archives' and reinstalling it again? Thanks in advance.

An input/output error can't be a corrupted .deb. It's more likely to
mean filesystem corruption or hardware problems; if I were you I'd run a
manual fsck and start looking into whether your hard disk is getting too
old for service ...
